In a news article (http://www.washingtonpost.com/wp-srv/special/opinions/gas-prices/) the Progressive media states that higher gas prices only cause a "Slight dent" in the incomes of Americans. But in this one about birth control they implies a massive drain on income because a "Planned Parenthood clinics located in Washington, D.C., condoms “cost about $1 each, but are sometimes available for free.”"  So conclusion is: Leave the public unprotected at the gas pump but be sure to impose regulations to ensure free condoms.
