Former IRS Chief: 'I Don't Take Personal Responsibility' For What 'Happened on My Watch'

Former IRS chief Doug Shulman said before the House Oversight and Government Reform Committee that he does not take personal responsibility for an IRS list with criteria but does accept the fact it happened on his watch.
"I don't take personal responsibility for a list with criteria, but I do accept the fact that this happened on my watch," said Shulman. "I'm very sorry this happened when I was at the Internal Revenue Service."
